here is what we know as far as canon gives us:

INFORMATION ABOUT SKRULLS  /  skrulls are able to alter their forms into that of anything they can imagine, be it organic or inorganic. it must, however, be solid. they can assume the form of someone but not their powers. when they imitate an inorganic object, they take on its appearance, but not its properties. they can also use their abilities to grow extra limbs. they have no apparent size limit, as they are been seen to assume the form of a common housefly, and shapes many times larger than their normal selves. skrulls can also use their shape-shifting capabilities to change their sex: males can become females and vice versa. skrulls only take on the appearance of an object or person and none of that object or person’s characteristics. there is a limit to the size of the object or person a skrull can imitate. the average skrull cannot distend his or her mass any more than 1.5 times as large a volume as his or her original volume, nor can he or she contract his or her mass any more than 0.75 a volume as his or her original.

we know that teddy is half-skrull & half-kree, but his powers & abilities themselves aren’t halved. he has demonstrated the ability to shift seamlessly into many different characters, including billy kaplan, henry pym, johnny storm, & tony stark. we have also seen him shift into an eldritch creature because of mother’s unfortunate influence. with this being said, it’s safe to say that his ability to alter his form into anything solid & imaginable is a true statement. be it human, animal, or inanimate. as long as it is solid, it is in his range.

on top of this, his body has the ability to subconscious adapt. one canon instance is seen when the warden of the cube attempted to vivisect him, his body shifted it’s biomass to protect it’s vital organs, constantly rearranging itself. it is currently unknown if this ability is purely subconscious or if he’ll ever be able to control this.
